Does anyone know when Fort Pickens is going to open back up or has it already?(pier&campgrounds)

Road is still closed. Park is open but not to camping as of yet. You can visit the park via boat or take the trek and walk. Part of the old roadway is still there so if you want to bike that is option to you. They were offering a shuttle service to and from the park via a 4 wheeler type vehicle. Don't know if that's still offered.

Read plans last year of the goverment rebuilding the old roadway sometime in 2009.

It is open.  The road out there is not open yet if that is what you are refering to.  But you can go there by boat or hike out there.

This is what is posted on the National park's website:

"Road reconstruction of the Fort Pickens Road began Monday November 3, 2008. The contractors have 150 days to complete the project. "

CLOSED.  Took the bikes over there last week-end and there is a BIG lighted sign that says "No public access.  NO bikes."

Visitors to the Fort Pickens Area need to be aware that during construction, the roadway and construction corridor will be CLOSED to the public. This corridor will include the paved area westward from the entrance to the park and will be delineated by sand fencing. Visitors may still walk in north or south of the construction corridor, along the beach, but must stay out of the construction zone. This is for safety and also to allow the contract to move forward with minimal disruption.

 "Loop A" of the campground has reopened to tent camping. The rest of the campground remains closed.  Bathrooms and water fountains are available in the fort area and at Battery Worth.

Public access via the road and no the construction corridor are closed. Part of the campground is open (Loop A).

The pier is open too, to get there you will have to use the beaches or come in by boat.

THE ONLY PART THAT IS CLOSED IS THE ROADWAY

I grew up as a kid camping out there.  I looked forward to our annual family camping trip out there every year when I was a young boy.  I can't wait to start enjoying it again with my family now.

Yeah we now have a pop up camper so im looking forward to going. Used to take the kids out there when they were reel young and we slept in tents. Looking forward to it though.

Is there a good place to tie a boat up or does it have to anchored up?  Also, how far is loop A from the water (short walk or a hike)?

There is not a good spot to leave a boat in the water.  The shortest route right now is to get on shore at battery Langdon and there is a short nature trail to campground loop A.  Here is a picture to help you.  You would have to anchor your boat and be away from it.  Not a good scenario if you ask me.  I wouldn't like being that far away from my boat over night.  But it is a short walk/hike on the nature trail.
