I have a question for anyone who may know: If I land a world record contender in FL waters, or a state record, how do I get my catch verified without incurring a big ass fine?

I will take a shot at it . . . because I have wondered the same thing. When I was a teenager I did catch a 69# red at Fort McRae (which was larger than the current state record).
If I understand it correctly you will have to have the following: 1) Witnesses 2) A set of certified scales 3) the fish has to be weighed on Land. 4) take plenty of pictures and don't harm the fish.
If you are fishing close to shore don't take the Red out of the water until you get to the shore (like they do in the tarpon tournaments).
RELEASE THE FISH ASAP!!!!!

your best bet is to call the FWC and they will send a biologist out right then. he will bring scales,be the witness and it is automatically certified.
